:I'd think the head ref should be expected to organise (I'm hesitant to use the word "manage" but it is what I mean) the ref team, making sure that all the work that needs doing by the refs gets done if possible, the workload is suitably shared etc. Obviously you also need one person making the decisions about what happens when a consensus decision can't be reached, and by tradition these 2 roles are combined. --Tristan
