When Samuel and Sheorl brought their forces to the gates of Grantabrugge, and laid siege to the city, a party of PCs came out and brokered peace. When Samuel stormed out of the negotiations, Maxwell stood in his place and signed the new treaty, agreeing to a drawing down of forces and the restoration of Grantabrugge's neutral status.
Unsurprisingly, this wasn't popular with the King. A couple of weeks after Samuel's forces departed, Maxwell turned up in the Wessex Arms, quite drunk. He had fled before waking up dead one morning and, after he had drunk enough to defeat even his tolerance, he wobbled off and signed on with the City Watch. One assumes he's working a beat in the city nowadays, breaking the occasional deserving head and revelling in only being responsible for himself and maybe a couple of subordinates, rather than an entire army.
