The basic premise:

Welcome to the Grand Experimental Facility! Are you a Guard, a Surgeon or a Victim?

The Grand Experimental Facility contains: a large selection of caged animals and other fantastical creatures, available on order from the Administrators; mass holding facilities for the sentient 'base' subjects (not generally solitary - after all, you want them for their mental abilities, and they tend to degrade in asocial environments); a wide range of surgical facilities (but do bring your own tools, gadgets and constructions); and a well-appointed guard barracks (because you can't be on duty _all_ the time - unless you're properly modified, of course...).

It is Very Important that the surgeons meet their production quota for super-soldiers and specialised workers of a wide range of specifications. No-one entrusted to this Facility really knows what is going on Out There, but there are dark hints of all-out war with terrible foreign enemies and vital supplies that need harvesting from the harshest of environments...

Guards and Surgeons may also have Weapons, although only Guards can really use them effectively.

The Administrators will display a range of specifications for required Super-Soldiers or Specialised Workers; the Surgeons' job is to fulfil these requirements.

The Victims will get Background Information - they have been rounded up from all walks of life. The Guards may get some limited Background Information as they have a wider range of experience than the Surgeons, although they are all somewhat sheltered from the realities of the world. The Surgeons all have the same Background - there's a variety of specialist schools that spot potential early, and the best of the best get assigned to the Experimental Facilities...

The Guards have some level of serious brainwashing - they cannot refuse a direct and immediate order from a Surgeon (it takes about a minute after the order is given to shake it off if they want to) and they will immediately respond to a call of 'MINIONS!' by attempting to get to the source and take orders as soon as possible.

Will the Victims be able to organise and rise up to take the Facility, escaping their fate - or will they simply negotiate to be transformed into a slightly less horrific monstrosity? Will the Guards attempt to side with the rebellion or brutally put it down - and what happens when they have a particularly useful body part for an essential order? Will the Surgeons ever question the endless stream of orders, or will they simply do what they do best in a joyful fashion?

And what will happen to the world if the orders are not fulfilled - or are fulfilled in subtly different ways to the intent of the Administrators?
